Article I- Name of Organization
South Central College Delta Epsilon Chi (DEX)
Article II- Purpose of Organization
South Central College (SCC) Delta Epsilon Chi (DEX) is a local chapter of National DECA, Inc. (An Association of Marketing Students). The organization creates close ties with the business community providing essential opportunities for members and an appreciation of the American free enterprise system. Participation in the highest quality of competitive events and programming available to post-secondary students is also a key factor to our personal career development. Our objectives consist of the following:
  • To nurture competent, entrepreneurial, self-reliant cooperative leadership in the fields of marketing, merchandising and management.
  • To help students make informed career choices by providing opportunities to explore fields as diverse as sales, food marketing, hotel management, restaurant management, department store and specialty store retailing, fashion merchandising, industrial and international marketing, finance and credit, advertising, insurance, wholesaling, e- commerce, graphic and commercial arts, and other marketing oriented occupations.
  • To foster high ethical standards in business.
  • To encourage business activity that demonstrates civic, social and moral responsibility.
  • To recognize the importance of career education and to promote a willingness to use the training facilities provided by corporations to continually improve skills and knowledge, in college and throughout life.
Article III- Membership
Membership in this organization is open to all SCC students and will not be restricted on the basis of age, disability, ethnicity, gender, national origin, race, religion, sexual orientation or political affiliation.

SCC DEX membership will be based on a prospective members desire to learn and participate in our activities. As a member a DEX, one is required to regularly attend organization meetings (based on membership), pay dues, actively support organization projects, and be dedicated to the organization as a whole.

Article IV- Panel
SCC DEX Panel is the lifeblood and foundation for SCC DEX. It is an honorary membership that is determined by DEX advisors. This membership is given to those individuals that possess excellent leadership skills.

SCC DEX Panel consists of 5-8 individuals who represent different areas of the chapter. They are a diverse group voted in by the chapter advisors. Panel members are DEX members of at least one year, and have attended both state and international competitions. Announcements of Panel members will occur with the announcement of chapter officers after the international competition. Once members have been voted in, advisors or panel members on any given issue will call the panel meetings at any given time. The Panel stands as a whole and one decision is made and agreed on by all Panel members. All decisions are finalized by advisors and are kept under the strictest of confidence.

Panel Duties:
  • Make decisions on all issues and concerns with SCC DEX.
  • Make policies, bylaws, procedures, requirements, for all members of SCC DEX including chapter officers.
  • Attend all Panel meetings when called, DEX conferences and competitions.

The Panel has the authority to remove an officer from office, send a member home from conferences and competitions, and refuse membership privileges to a member who has been charged of inappropriate behavior.

Article V- Officers
Election will take place after the international competition at the end of the spring semester. Nominations by council members and an informal speech will determine who will run for offices. All members are encouraged to vote, and 2/3 must be present to have a quorum. Election of a candidate will be determined by a majority vote, (51%), for that particular office they are running for. A candidate is permitted to run for two different offices, but can only be voted into one office a term. If a majority vote fails, that is, if there is a tie vote, a run off election will be held within the top two candidates that received the most votes. The term of office will be one full year (Fall, Summer, and Spring semesters).

SCC Offices are as follows: President, Vice President, Event Coordinator, and Communications. All officers shall comprise the Executive Committee of the organization, and shall meet in addition to regular organizational and council meetings. The Executive committee shall appoint such committees that are needed to carry out organization goals such as the council and event delegate memberships. The officers, council, and general membership duties shall be:

Officers:
President
  • Preside over all chapter meetings and events.
  • Represent SCC DEX in the community as well as the campus.
  • Ensure that the organization is operating in conformity with the standards set forth by South Central College and Student Organization Services (Student Government).
  • Ensure no member be denied his/her rights of membership.
  • Cosign organization checks.
  • Maintain communication with organization advisors and chapter leaders.
  • Assign duties to chapter officers.
  • Prepare agenda for meetings.
  • Collect dues and coordinate State/International membership.
  • Develop organization budget and present to council for a vote.
  • Recruitment of new members.
  • Maintain membership directory.
Vice President
  • Preside over meetings in the absence of the President.
  • Schedule meetings/events with appropriate SCC offices.
  • Coordinate organization promotion and publicity of events.
  • Prepare reports to be given at meetings.
  • Maintain role call at meetings.
  • Assist President on all chapter duties.
Event Coordinator
  • Coordinate and preside over all community and fundraising events for the chapter in conjunction with the President.
  • Roll call during events, meetings, and practices.
  • Arrange fundraising and community event opportunities for the chapter.
  • Solicit additional funding from the Student Government Association in conjunction with the President.
  • Correspond with communications officer on advertisement of chapter activities.
  • Elect 2-3 delegates to help organize chapter activities.
  • Maintain accurate record of organization transactions.
Communications Director
  • Coordinate organization promotion and publicity of events.
  • Maintain an accurate record of all organization meetings and post for members.
  • Maintain up to date advertisement of all chapter activities including practices, events, competitions, etc.
  • Correspond when necessary with SCC administration and other recognized organizations.
  • Research and inform members on policies and procedures for particular issues.

Officers may be removed from office by the chapter Panel if actions are deemed inappropriate or issues of incompetence have occurred. The officer is permitted to speak before the Panel about the charges made concerning his/her performance. The officer is not permitted to participate in the deliberation of the Panel regarding the charges. If the officer is a member of the Panel, an advisor will be appointed to his/her position during deliberation.

Council:
Council membership is open to all SCC DEX members.
  • Required to regularly attend council member meetings (2 excused absences, 2 unexcused absences per semester).
  • Pay dues.
  • Actively support organization projects by participating in community events and fundraisers.
  • Be dedicated to the organization as a whole.
  • Make decisions for the organization as a whole.
General Membership:
  • Attend all organization meetings.
  • Pay dues.
  • Actively Support organization projects by participating in community events and fundraisers.
Article VI: Advisors
Advisors shall be full time faculty or staff members at South Central College. The advisors will assume those responsibilities as outlined in this constitution and/or found in the South Central College Policy entitled Faculty Advisers to Student Organizations. Any full time faculty or staff member representing an area of study within DEX is qualified to be a SCC DEX advisor. A new advisor can be nominated by 2/3 of the Executive Committee and presented to the general membership for a &#frac12 vote. Advisors not fulfilling responsibilities or abiding by the organization's purpose may be removed from the position by the chapter Panel, or by 2/3 vote of the Executive Committee.

Article VII: SCC DEX Member of the Year Award
The Executive Committee and advisors shall recognize one member as the SCC DEX Member of the Year that possesses the following:
  • Dedication to SCC DEX.
  • Excellent participation in SCC DEX community events.
  • Enthusiastic personality in all aspects of SCC DEX.
  • Highly admired by fellow DEX members.
Article VIII: Meetings
The organization shall hold regular (monthly) meetings during the academic term except when holidays, examination periods, fundraising or community events make meeting times impractical. Organization meeting day/time will be determined in the beginning of each semester by the Executive Committee. Council meeting time will be determined throughout the semester depending upon dates of fundraising and community events. Attendance at organization meetings is expected. If a member must miss a meeting, correspondence with chapter officers is appreciated. A quorum shall consist of 2/3 of the membership plus one officer.

Article IX: Finance
The organization may establish reasonable dues that must be paid by all members. The amount of the dues will be determined in the beginning of the academic year by the Executive Committee and advisors. Dues must be paid by a reasonable date determined by the Executive Committee and advisors. The Executive Committee shall maintain all financial records and shall countersign with the advisors for all organization transactions.

Article X: Amendments
Amendments to this constitution must be submitted in writing to the Panel. Said amendment(s) will be voted on at a Panel meeting. In order to adopt the amendment, a 2/3 vote by the Panel and advisors is necessary.

Article XI: Ratification
This constitution shall become effective upon approval of the 2003 SCC DEX Panel and advisors, The Commission on Student Services, and the President of South Central College.
